Why four lanes and not one
One blanket discount is easier to hide behind and does not help the person who cannot pay at all. The no-questions lane is the last row on purpose: it is the one that costs the least to administer and says the most about who the discount is actually for.
The lane that asks for nothing
Hardship, no questions: A one-line request. No documents, no means test, no expiry. It is listed last because it is the cheapest lane to run and the hardest to write about without sounding like a marketing gesture. The honest description of its gap is above: someone at this end has to read the request, and there is nobody on this end.
